Research Security Overview

The University of Minnesota Research Security Program protects against foreign government interference with and exploitation of academic research, in accordance with National Security Presidential Memorandum 33 (NSPM-33). Issued by the White House in January 2021, NSMP-33 outlines agency and university measures designed to maintain the security and integrity of federally funded research.

NSPM-33 Implementation Guidance defines research security as “safeguarding the research enterprise against the misappropriation of research and development to the detriment of national or economic security, related violations of research integrity, and foreign government interference.”

Safeguarding research at the University of Minnesota is vital for several reasons, such as:

  1. Ensuring the public investment in research is protected from malicious actors;
  2. Prevention of malicious actors misusing University-generated data and advanced technologies; and
  3. Protecting University researchers travelling internationally.

Information, resources, policy, and guidance will be provided as specific federal agency policies are made available. The Research Security Program is administered by the Research Integrity and Compliance team in the Research and Innovation Office.
