IRB Fees for the Review of Business and Industry
The University of Minnesota assesses a fee for review of business and industry sponsored clinical trials whether reviewed by the UMN IRB or by an external IRB. This is a one-time fee that covers initial and ongoing review.
Effective September 1, 2026:
Fee for review by University of Minnesota’s IRB: $3,500
Effective December 1, 2026:
Fee for local context review for studies seeking reliance on an external IRB: $2,400
This fee will be applied to all new studies that meet all three criteria below:
- Business/industry sponsored
- Biomedical research study
- Requires full IRB committee review
Fee eligible studies will not receive full IRB Approval until the billing information has been provided.
Exclusions
Human subjects research funded by state, federal, non-profit foundations, gifts or internal funds are excluded from the IRB fee.
Investigator-initiated studies are also excluded from the review fee.
Under extenuating circumstances, and with appropriate documentation to support such circumstances, you may request a fee waiver from the HRPP Executive Director.
Submission Requirements for Fee-Eligible Studies
- Ensure all funding sources for your research are included in the funding section of your ETHOS submission.
- Complete the form HRP-537 Business and Industry Funded Study Fee. For studies conducted by UMN Investigators, this form must include the chartstring that will be used to pay the fee. A reference guide to chartstrings is available as well as additional information on the Controller’s Office website.
- Upload the completed HRP-537 Form in the “Documents” section of your ETHOS submission.
- If your study appears to be fee eligible and the HRP-537 Business and Industry Funded Study Fee document is not included in your application, the IRB will request it.
Review Fee for Studies from Fairview or Gillette Investigators
The University IRB acts as the IRB for Fairview Health Systems and Gillette Children’s Specialty Healthcare. A negotiated fee for review of B&I studies is paid by Fairview and Gillette.
