Executive Order on Oversight of Federal Grantmaking

Sent to federal PIs, academic leadership, and research administration staff.

Dear Colleagues,

The University of Minnesota is aware of the recent executive order, Improving Oversight of Federal Grantmaking, which directs senior agency appointees to review funding opportunity announcements and discretionary grants to ensure they align with agency priorities and the national interest. This applies to federal discretionary grants broadly, not just research-related awards.

Thus far, the University has not received any additional or agency-specific guidance at this time. University leaders are reviewing the EO, assessing its potential impact and await further guidance from the agencies to better understand and more fully assess its potential impacts on federal research awards and on our research community and operations.

We remain deeply committed to supporting the transformative and impactful research at the University of Minnesota. We're also collaborating with peers and colleagues nationwide, through AAU and APLU and other groups, to understand and proactively respond to these new developments.

If you have questions about a current or future research proposal, please contact Sponsored Projects Administration (SPA). If you receive any related communications from a federal sponsor, immediately forward them to your SPA grant and contract officer and copy April Coon ([email protected]) and David Hagen ([email protected]).

Please continue to visit our SPA Federal Executive Orders and Other Policy Directives website for the most up-to-date guidance.

Sincerely,

Shashank Priya
Vice President for Research and Innovation
